Hi Julia,
I asked a friend of mine who is pretty knowledgeable about the origin of things and his opinion is that the nerf ball was discovered as a result of research and development done on "packing material." He believes it was an attempt to make reusable packing materials that were strong, very light weight, and fill voids quickly. Apparently one of the team started tossing one around and discovered the unusual wind resistance created by its design. He can't remember where he read it, but he did come up with a plausible answer. I suggest you do a patent search, or have one done, if it's important to you, and study the patent. The specifications contained within the patent text usually cover the creation of the device.
