Hi Grover,
The name R & D Solutions doesn't ring any bell for me, but that doesn't mean they're not a scam outfit.
It also doesn't mean they aren't legitimate either.
One quick way to tell, is how they approach the client. First, was it some 800 number off TV or radio, or from
the back of a magazine? If you called some 800 number regarding product development, I would sure exercise caution.
Any legitimate development company will furnish a menu of their services and how much they charge for each service.
They will also furnish -- if requested -- a list of recent (emphasize recent) clients for you to contact
to ask about their credibility. If the company requests money up front for services you do not understand clearly,
and suggests you borrow the money to pay them, again I would exercise caution. There are many unscrupulous firms
that prey on inventors, promising to sell their ideas for them.
Please realize one cannot sell an idea. You don't own an idea, therefore you have nothing to sell. Licensing patent
rights to others is done all the time, but it is exactly that -- the licensing of PATENT rights -- not the licensing
of idea rights. OK?
If you feel uncomfortable at any point while dealing with any firm, your best move as always, is to consult a patent
attorney and ask their advice. You can also contact the Federal Trade Commission, Bureau of Consumer Protection,
at 1-877-FTC-HELP.
